Don't understand the question!

Are you asking whether something like BBC 1 HD+1 is legal or if a service that already exists called Plus1 HD is legal?

If it's the first, don't see why not as plenty of +1 channels already exist, bit there'd be no space for it.

If it's the latter we'd need to know what it broadcast first!
