I get the impression Sugar does not rate him either

I don't think the issue is that Sugar doesn't rate Jordan. I think the issue is - as Karren astutely pointed out - that he is a good project manager, delegating jobs well and providing organisation which is usually lacking in other tasks. But Sugar is not looking for a project manager - he is looking for an entrepreneur to be a partner with. Jordan has proven that he can lead teams, but has he shown the drive to convince Sugar that he can make a business idea happen? They're two very different skills. He has established his PM skills - he now needs to establish himself as someone who can make things happen himself.
