Anyone could ccok it if that chef with her actually does anything. neil is quite capable of having a bad idea both for the menu and the campaign and forcing it on Francesca - so she' s watching him. The food taste matters some years and not others.
Tactically it works for both Neil and Luisa - but better for Luisa. If they lose and the food matters and its rubbish francesca goes, if its a bad idea Neil should go.
