Who in the UK does the cheapest tethered data plan

Three.

£15 per month 2000 mins, 5000 texts, 5000 3 to 3 mins, unlimited data including tethering, from tomorrow according to a post here.

If you use less than 3GB then giffgaff could be your best pick at £12.50 per month for 3GB, but three's deal is unlimited and Three's speed is much greater as giffgaff use O2's creaking network

Yep most definitely a great move from 3. I've already called them and changed to the new £15/mo price point with three.

Giffgaff terms do not allow tethering

They do - if you're on a package with a finite amount of data

There exact words

3.9. Your use of the Services must be for your private, personal and non-commercial purposes. You may not use your SIM Card:

a) in, or connected to, any other device including modems, dongles and tablet devices, or is in any other way connected to a PC (unless you are on a gigabag or a goodybag plan with a limited mobile internet allowance, or are on our standard rates through Airtime Credit). This includes using your phone as a WiFi hotspot in order to connect multiple devices, and any other form of tethering activity.

I've highlighted the bit you need to read yourself.

Please don't embarrass yourself in the future.

To answer your question, Three.

The biggest problem with Giff Gaff is that it uses the 02 network, which means unless you live smack bang in a city or a very large town its 3G coverage is dire.

yeah - I think giffgaff is great - absolutely love it - but I have to admit, O2's data coverage is absolutely terrible.

It was the same when I was a direct O2 customer, so I'm not going to blame giffgaff for that .... (even if some people do seem to think that O2 customers somehow get priority over giffgaff customers)

They do.

O2 have split priority between pay monthly customers and pay as you go customers.

Giff Gaff and Tesco are classified as pay as you go customers under O2's priority list.

However the experience will be mostly the same and you'll only see the priority kick in if there is congestion on the mast.

I recon 99% of O2 masts are congested 99% of the time!

so basically then, you need to sign a pay monthly contract with O2, to get the full speed of their network?

"To get a higher priority"

So that would include calls, texts and data throughput at a higher priority.

This is fact btw, i'm not just making it up. But like i said you're not likely to see a physical difference unless the mast is congested.

and do other mobile networks treat their prepay customers as lower priority?

That is the odd thing I have Tesco monthly and it has been good, odd signal problem, but then all the networks are naff around, yet I am 6 miles from city centre.

Are Tesco not the ones running the advert about how great their customer service is?

Tmobile $70 gets you unlimited talk time and text messages. Another advantage is that you cn het 4.5GB of tethering or $60 for 2.5GB of tethering

you could say the same about Three to be honest.
coverage around where I am is sketchy to say the least (there is one street right in the middle of town that has almost zero coverage).

and with three if you have to 3g coverage then you have no data connection at all (as they don't have a 2G data network).

My experience is very different! I find that 3 have fast coverage in more outlying areas of towns - and more rural areas - than other networks. Here it's Vodafone which has no 3G even in parts of a nearby City Centre!

From Cambridge to Peterborough I can attest that O2 3G Coverage is pathetic compared to Three. There's simply no comparison and we're not even talking download speeds yet. I've been on Giff Gaff for 6 months but I'm switching to Three now as whenever I compared signal with dad's (on Three), he always has better 3G reception.
