Every show is sold on demos, not total viewers. Demos don't matter "to an extent", ultimately they're all that matter for commercial broadcasters. But 16-34 isn't the only one, it's just the most valuable per 1000 viewers. Countryfile would sell spots based on its ABC1 viewership (like ITV dramas do or as Strictly would).

I'd argue that it's actually good commissioning practice. They saw Your Face Sounds Familiar, knew it was doing well and probably had it pitched to them months ago. If they wanted make that show then it's right of them to commission the production company to make that show.
If they wanted a CSITE revival then they would have commissioned that from ITV Studios, but they obviously wanted YFSF. It would have looked alarmingly suspicious had they brought back CSITE with the "randomiser" element, a recurring celebrity cast, judges and a leaderboard!
