I don't actually believe that LS wasn't aware of the 'partner' before, although maybe he thought he would be an employee.

It changes the nature of the show. If you turn up and say Richard Branson is already my partner you have an unfair advantage. If its an unknown person, the show is unable to evaluate that partner, gauge what risk they pose, or who is behind any success that shows in the figures or the CV. Someone else wins without ever taking part, or someone wins for what someone unseen does. It has to be the Apprentice candidate and Lord Sugar alone.
