To put this in perspective, to even have the UCI write to you in the first place to ask you to explain an anomaly in your blood values:
1. Computer software must have flagged up a potential issue;
2. 3 independent experts must have analysed your blood values thereafter and ALL opined that the values are unexplainable other than through doping.
Unless the above takes place, you're never even made aware of the potential issue.
To initiate disciplinary proceedings, JTL had to be given the opportunity to explain the anomalies and the UCI had to be dissatisfied with the explanation.
So, yeah, not good.
