William doesn't announce it. A notice will be delivered from the hospital to Buckingham Palace, where it will be place on an easel which will be erected.
Then William will say a few words. The announcement should be fairly soon after the birth. They send a coded message to the Queen first though.
It could well be this evening, it's usually a fairly lengthy labour for a first time mum. I doubt we'll have to wait until tomorrow morning though.
