I can't fully remember everything from the letter but it wasn't one of the more gushing ones.
I think it spoke about her friends and family and life on the outside
It would have been nice to be more encouraging about the game but if you were her mother would you be encouraging her to keep doing what she's doing and stay in the game as long as she can?

You have valid points but some reassurance about anything could have been given to give her a boost.
I have thought, and more so now since the letter, that she is not so much as reserved but seems very quick to compartmentalize and shut off any matters which could unbalance her and upset her equilibrium very quickly.
Last night's reaction to Charlie telling her she's needs to think before opening her mouth was the only time I recall that she let real anger and emotion come out past her armour. I think that reaction was because she wasn't allowed to have time to herself between the twin on her bed and Charlie to process what had been happening and then put it in that box in her head that stops her from reacting badly. Every time something is said or something happens that directly affects Hazel she leaves the room to deal with it then once done she can keep her cool as it can be dismissed as it no longer is of any importance to her and does not allow it to interfere with her psyche.
I felt that letter was composed in a similar manner. It was impersonal and not useful to Hazel as it didn't give her information to help her deal now and enable her to cope with any problems she may have to face on her eviction. It is the latter I feel she was most disappointed with as she did not get any useful data from it that she could use to help her box away aggro etc from outside pressures and so be able to dismiss it when facing the public hence the slight tears.
She was quick to shun one of the twins unconsciously when he realised she was upset.because, I think, her upset was not at a normal emotion caused by contact from her Mother but to do with her inner self and frustration at not getting that info she so badly needed and wanted to hear.
