My thoughts would be a cream suit, classic cut with a hat. Kind of like Paul Freemans outfit in raiders of the lost ark.

It can't be a suit and tie, it needs to be different to his other iconic character, Malcolm Tucker. No tie and no business shirt! Eccleston's look would have suited Peter, actually. Something a bit like that.

There has to be a point where he exhausts all possible outfit choices and is forced to go back, (perhaps minus the celery, but leggings and neon legwarmers, anyone?) What goes around comes around.

I'm thinking maybe something a little less formal, like jeans and a blazer... ooh! And a tshirt with a smiley face on it underneath!

Long coat, collarless shirt, dark trousers, maybe a waistcoat.

Like Tennant he's not a big man, coats give a bit of added stature and they have a long Who history. Collarless shirt as I think the tie will go to differentiate him from Tucker etc.

This is an ex Art student who sang in a punk band... I have every hope the bow tie will go!

I still think he would suit a dark coloured frock coat, tartan waist coat (with obligatory fob watch), white shirt with high collar, some flannel trousers and a nice pair of brown knee high leather boots.

I don't think Edwardian is cliché I think if done correctly it can look very stylish and not too out of place. Subtlety is key, not all out parody!

He needs to look odd imo, not bizarre, just odd! Matt Smith achieved this perfectly as did Tom Baker. All the others have been mainly costumed and bizarre or looking far to humdrum normal!

Subtlety is an excellent maxim, Colin Baker's clothes would have been fine in a dark single colour - grey, green, blue, black.

A long coat might look a little odd on a man in the street but the doctor needs a bit of hero coat swish.

Sort of classic stage magician/music hall attire, I reckon - smart top-hat-and-tails, white gloves, fancy cane, no tie but an open, large-ish collared white shirt shirt and waistcoat. But with a very Doctor-y sort of twist on the look - maybe instead of a top hat it's a fedora, or something, the gloves are fingerless, his shoes really battered, and while the rest is black and white the waistcoat is red/burgandy.

Nah. Edgeworth's is actually too similar to Pertwee. Phoenix's is too normal - and too close to Malcolm Tucker... in fact in the earlier games, Phoenix didn't have the waistcoat or locket and just wore a standard suit, very similar to Tennant's blue one in fact, without the pinstripe.
