phonecalls going straight to voicmail

got a new phone on sat Iphone4s on o2 network , I have an issue with phonecalls going straight to voicemail , have spoken to o2 theyv say there is a problem in the area etc , just want any other issues it could be ?

If you aren't in an area with 3G coverage and the phone is uploading or downloading data, for example checking emails, at the time of the call it will go to voicemail.
