I'm not sure but I would imagine it would be the same from your Surface. I know that when I used to have Sky Go they disabled the port from my Nexus 7 to the TV.

It's works fine for me PC to TV over HDMI, I've tried it with Unotelly and with a VPN.
If I switch TV channels to see what's on Sky, then switch back to the PC, Bein displays an error message saying there is a handshake problem between the PC and the TV, as soon as I click on the Bein channel again it play's the channel correctly.
I don't have any problem with it so not sure whats happening with others.
