PLP seems good on the surface, but since they lock customers in a full season and have a history of cancelling VPN subs without refund, they are a risky option.
Viaplay in Denmark/Sweden do I believe, but often commentary is in Klingon.
Sky Germany's version of Now TV is also streaming the EPL from my understanding, but they charge €600 per month (seriously, this is the closest they get to Now TV's £32 monthly fee - and some people still call the UK "Rip-off Britain).

Over the last few years I have typically used:

a smart dns service - overplay or unblock-US = $5 PM
and
PLP Taiwan (but this got cancelled after half a dozen games by them) = $50USD PA
StarSports (quality was so/so for me, on web browser and iPad app) = $10USD PA

and, without SmartDNS

FootyReport/SportingStreams - always a question over reliability = £29 PA

This year I have gone with NBC Sports Live Extra (via ebay for an account = £14 PA) and if you login to your Apple TV with a USA Apple ID you can use the Apple TV app to watch the live streaming.

I will possibly re-new FootyReport as a stand by option.

I too looked at starsports again and even with smartdns enabled or Hola it tells me there are no packages? I was having trouble with starsports towards the end of last season so it might just be me.
