Can the IMEI number be blocked to stop the phone getting unlocked and used after being stolen?

yes it can be blocked but all u have to do is phone your network up and just tell them that you have had your phone stolen or if you have lost it then they will bar the phone for you

With some phones they could program in a new IMEI code.

My phone got blocked once for a few days by the then One2One in 1997, the shop I bought it from some time later was about to go under, and had reported lots of phones as being stolen, and mine was one of them reported, luckily I still had my previous handset, as it was just the phone that was blocked and not the SIM, I had to fax through the paperwork to prove I had bought the phone from the said shop, good job I keep all that type of thing.

however though it is illegal in the uk, simply by connecting the phone to a pc via serial cable, the phones imei number can be changed.

Yes, it is illegal in the UK, so is a lot of things, that doesn't stop people from doing so.

Someone could re-program the IMEI and sell it on, either in the UK or abroad.

I have the software to change the IMEI as it is part of the unlocking software, but I have no need to change IMEIs.
