Why don't some broadcasts Fill The Frame?

I,m watching my new 1080P HD TV and I always switch the Overscan OFF!
However during some news programs and outside broadcasts their cameras alway leave a jagged edge left and right down each side with about half inch black bands!!!
Surely in this day and age why can't they use proper 1080P cameras? Even using my phone camera to video stuff I can fill the frame!! so why can't the BBC?????

So you set your TV not to be compatible with BBC transmissions and then blame them
