I have a feeling that what happened was that Green Day's record company/management decided at the last minute to invoke the clause in all festival bookings (at least in the UK and EU) that allows the record company/management to limit the amount of footage to be broadcast by any offical broadcasting partner (in this case BBC). Thus early on Friday morning the BBC had to change it schedule from the full set (Green Day Live at Reading 9pm-11.30pm) to the edited highlight package at 10.30pm.

Usually in the BBC's contract for Glastonbury/T in the Park/Reading ect there is a clause which guarantees them a minimum amount of footage of each act (usually 25 or 30 minutes).

For up & coming acts their management and record companies are happy for the broadcaster to use as much footage as they like, including full live coverage of a set or full delayed coverage.

However for big international acts (ie ususally the main headliners for that day) their management and record companies generally like to limit the amount of footage broadcasted, as broadcasting can take money away from the sale of live albums and dvd/blu-ray's.

However the record companies and management know that Television coverage of these festivals are vital to their survival (especially in the UK and the EU due to the vast costs of insurance and security, compared to festivals in most of the rest of the world). Therefore it is normal for the likes of the BBC for British festivals and RTL for German festivals (like Rock AM) to have meetings with the record companies and band management to agree an amount of footage that both are happy with. For the BBC they would always like to show the full headliners set live and in full but know this is generally impossible so they aim to try and get at least 45 mins of footage (either live or on delay) which they can then put into a 1hr programme.

A prime example of this was when Paul McCartney played Glastonbury 8 or so years ago. Due to the fact that Paul owns the rights to all his own music (ie solo work and Wings) but the rights to the Beatles work belongs to ATV the BBC had to negotiate with both. Thus they got a very unsual agreement that they could show 3 songs live from the middle of the set and then later in the evening show the final 45 minutes of the set live - although thanks to the encore over-running the BBC got about 52 minutes of live footage.

The only unusual thing regarding Green Day only allowing about 50mins of highlights from their 2 and bit hour set was that the BBC obviously thought they had an agreement to show the full set live and it was only with less than 24hrs to go that either the record company/management changed their mind or someone at the BBC made a mistake.
