No I don't want people to pick and choose what they watch, I want them all to see the same thing. They wouldn't have access to the remote controls and the televisions would be wall mounted. (implying do not touch)
All the TVs are in the same building. Its an old building with breezeblock, brick and stone walls. The televisions are scattered throughout the building.
The cheaper the solution the better (of course) but I want the images to be crisp i.e.720p (am I asking too much?)
So you can get a handle on what I mean. Imagine the venue was a theatre and I wanted to broadcast live what was on stage to televisions upstairs in the bar and downstairs in the lobby.

Does this building have CAT5 (or similar) cabling for a computer network in place? If so that might be a potential solution to the distribution problem.
I have used a unit that distributes VGA over CAT5, it has a single transmit unit that plugs into the computer and four CAT 5 ports on the back that you plug into the network cabling. And receive units that plug into the other end of the cable and convert it back to VGA to feed the monitor/TV.
I have also seen units that claim to do the same with HDMI such as this

Not used one so wouldn't like to comment about how it performs. But if there is network cabling installed then that might be an option.
