I'm pretty sure they've rightfully changed the rules now so that its finally the three or more housemates with the most votes. An overdue change IMO and really helps with the vote to save being back

They did it in BB4 when we lost Federico and Jon with Cameron surviving, a disaster for the series.
Ray could have been added to the ballot as he had 2 nominations (Cameron had 4 and the others 5).

During bb14, it was anyone with 2 or more votes.
There was a long period during bb14 when both "anyone with 2 or more votes" and "the three or more with the most votes" would have put the same HMs up, so we couldn't tell which rule BB was using. But there was eventually one that fit only the "2 or more votes rule". (Unfortunately, I can't remember off hand which week it was.)
