I agree with a lot in your post and in
wonkeydonley's long one, but I'll just comment about a couple of things.
Re rules, I suspect the BB producers regard them as a nuisance and sometimes as an opportunity to create "drama", and not as things that should be properly enforced.
When Phil Edgar Jones was posting here (search for posts from
pej), he thought there might be too many rules and said they were taking a more lenient approach to the rules during bb11 because otherwise too much time would be devoted to warnings and punishments.
It didn't seem he'd considered that properly enforcing the rules might stop HMs from breaking them nearly so often.
The other thing I think stops BB from properly and consistently enforcing the rules is fear of "another bb4". What if the HMs who were "providing the entertainment" were the rule breakers? What if they were evicted or had to be thrown out?
In bb14, Dexter once broke the rules about discussing nominations while he was in 'gaol' for breaking those rules. Rather than give him a more serious punishment, the producers did nothing.

Re celebs wanting to get out -- For years and years, many HMs have said it's often very boring in the house. They can't do many of the things they'd normally do to help pass the time. Many topics of conversation become exhausted.
Charlotte's one of the livelier HMs in there this time, and she's not been making noise about wanting to go, but she still said she found CBB much harder than Geordie Shore because it was so boring.
Tasks can help, but BB doesn't do enough tasks like the BB5 Boot Camp that keep HMs doing things throughout the day for several days. Most of the tasks now seem designed just to give them enough material for the highights.
But a bigger problem is the selection of housemates. BB doesn't seem to give any thought to whether HMs will find each other interesting or fun to be with. Throw in a bunch of HMs who are actively unpleasant, and maybe some "drama" will result, but it's not going to help HMs enjoy being there.
