Imo phil did not settle for shirley, he moved out of her flat when ben found out about them, he spent years messing her around.

He only asked sharon to move in when shirl was hating on him, he was then smug to shirl, if he was that into sharon what shirley said wouldnt have made any impact. Phil and sharons reunion was so weird and it wasnt what i expected. Even after their first night together shirley was in their scene outside the house.

He found it very hard to choose ben over shirley. He yelled at ben for making him do it and he begged shirley back just a few days after he did it. I found that more believable and loving than the way phil has been with sharon

BIB - Shirley could easily get around this by saying something like Phil threatened to kill her if she ever came forward etc. Marsden would readily believe it because it would probably add more time to Phil's prison sentence. Very few people would actually doubt Phil threatened her.
