I'm not sure if it was down to Stuart Blackburn. Carl's world in the village had kind of shrunk ever since he split with Chas. His business didn't really allow him to interact with other villagers, except Edna. Jimmy was his only family. He didn't have any friends in the village and he didn't even interact with Cain, Charity or Debbie as enemies much. I think it happened over quite a long period of time. He didn't seem to develop any new relationships either - the one with Megan was a complete failure (hard to tell whether that was intended from the outset or not). It's very similar to what's gradually happening with Declan too. Had there been a way to involve Carl with a new family, or perhaps start up another business which employed lots of villagers, that could have been a new direction, but otherwise, he was becoming peripheral even when Stuart Blackburn started. I don't mean that as a criticism of the character or actor but he seemed to get left behind a bit.
