I'm not really sure who actually made the first move but what I've read does point more to the BBC. I remember looking it up earlier this year when ITV was telling everyone who would listen that the BBC stole their idea, and found out that Bill Gallagher had been planning it for years, he took the book with him when pitching Lark Rise. Interestingly it does mention Andrew Davies, who apparently mentioned the novel The Paradise is based on, I wonder if he was also considering an adaptation but Gallagher/BBC got there first which led to the Selfridges idea. There was also a good few months between the official commission announcements, BBC announced it in June 2011 and I think ITV announced theirs late 2011/early 2012.
That said I don't think it's a clear cut case where we can definitely say one commissioned theirs first and the other copied, personally I think both channels were looking at similar ideas and as soon as they realised that it became a race as to who could get theirs on air first, with the BBC, surprisingly, being just ahead every step of the way.
Having seen both I prefer The Paradise, but they both have their strengths (and quite a few weaknesses), put together The Paradise's cast, Mr Selfridge's budget and the combined talents of both writers and it could have been phenomenal.
