What's the hurry, if it is back up tomorrow, you can update the apps then. You won't have missed much. Internet sites go down from time to time. When they do, try again tomorrow, and if it is still down, start looking for the problem.

Most in-app payments are a simple transaction which unlocks some feature of the app you have already downloaded, and does not require downloading extra content from the app store.

That would make sense.
Although it has crapped out on me when doing (or trying to do) an in-app payment before as well ....
