I think the reason why BATB was renewed, last year, was because they didn't want to make the "same mistake" they did when they axed The Secret Circle. That show started strong but gradually declined at their season's end. It wasn't disastrous, but they were on a limbo often in the spring. Fans were pissed off when the axing happened. BATB pulled similar numbers on their first season, but I think they were in a danger zone a bit quicker than TSC was. The CW thought they can make up for it, but now, BATB is the worst performing show which is not on Fridays.
That's the thing about limbo freshman shows, it's a really big risk for the network. It can either be a grower or can end badly. But I think it's even a bigger risk to renew a show which is on their third season, clearly their ratings are horrible and the only reason they stick around is because of syndication. I am aware that syndication deals mean $$$$, but it's not for every show. If the show's ratings were bad during their first-run airings, what are the chances that they will do well in syndications? It can only work for shows which has a very strong fanbase. If Veronica Mars did one more season, it might have had the potential to do well in syndications. Their ratings weren't out there for their first-run airings, but they have very strong fans. This is evident after their big Kickstarter success.
