Yes, it was the harshness of the write-off that surprised me. I understand that other characters have been written off with little more than a line or two of explanation (and some of them humourous like Mark Mylow's), and wouldn't have thought much of it if they had moved Caroline to a new town, or said she was pursuing other career options.....
For what it's worth, I had to google "sectioned" after hearing it in E3, and it seems that yes, it's a way of institutionalizing a person due to mental health concerns. The new DJ said that the whole family testified, so there must be some legal/judiciary process by which the decision is made.
