I think he judges people and punishes them for things he's done himself. When he does something wrong he expects compassion, but he doesn't extend it to those closest to him although he pretends to. For instance he spent a long time punishing Brit for her behavior with Gwyneth even to the extent of flirting and kissing her and preaching at Britt about forgiveness. He believes in punishing people for their moral failings, but can't admit his.
In this current incidence he stole the money from the chapel, against the wishes of his wife. He didn't pay the money back when Britt asked, he borrowed from Garry when she said not to. Of course Garry bullying him to keep the gun is wrong. But the reason Garry got away with it is that Sion didn't want to tell Britt he was being blackmailed. He wanted to save face rather admit that Britt was right and he was wrong.
Part of what's going with Garry I think is that he's trying to punish Sion for wrongs he did to Britt. He's trying to protect Monk honor and Sion has made him Garry feel morally inferior in the past. Its all the constant small slights and acts of unforgiveness to his family over the last few years coming back to haunt Sion. Garry is a stupid weak bully who's due for comeuppance (I think one is coming by the way), but I get why he's behaving this way.
