This could be a grounding issue with the tuners. On some of the earlier models the tuners were separate little boards that plugged into the main circuit board.
I don't know the Luxor is like this, but if it is it might be worth unplugging and replugging those boards. Also ensure that there is a screw that connects the rear panel to the can of the tuner - sometimes they fall out.
