Released to the public, but on launch day the retail channel already had inventory, which has now all been sold.
We know that Apple likes to keep inventories tight, but typically they'll start manufacturing new products in bulk 7-8 weeks before launch. Meanwhile, after launch the inventory times can halve whilst supply catches up with demand. Also considering iPads are made in China 10-12 weeks after first production run is plenty of time to wait, since the device you're purchasing will likely have been put together on or around launch date. Those factories can turn around entirely new product in a 8 week timeframe, let alone tweak a manufacturing process a bit.
