I'm sure most Star Trek Voyager fans would agree the EMH (aka The Doctor) was the best character on the show. Robert Picardo is such a great performer and many of my favourite episodes are Doctor-heavy.

Presumably Moffat is also a fan, hence the line… moments before "But probably not the Doctor you were expecting"
