Russell T. Davies was a lifelong Doctor Who fan and had been lobbying the BBD to bring it back since the mid-'90s. He managed to get the BBC to finally agree to a proposal that would see the series set primarily on Earth and elements like Gallifrey and the Time Lords cut out.
It was a piece of cake once he realised he should have been talking to the BBC instead of the BBD.

unfortunately I've only seen doctors 9-11 so I can't really comment on my top 10 but probably I'd order those 3 as such:
1. David Tennant
2. Matt Smith
3. Christopher Eccleston

Matt and Christopher are pretty close though

I like seeing Billy Hartnell get some respect. Hope he gets more after the Bradley film.

I like seeing Billy Hartnell get some respect. Hope he gets more after the Bradley film.
It is nice to see Hartnell top a list for once and as you say, hopefully the documentary on Thursday will give him some decent respect on top of what we got in the documentary last night.

I'm really hoping this week as a whole will give all the Doctors some good exposure(Not that sort!) to those unfamiliar with them, and the unpopular ones as well.

And it's great to see the Fifth Doctor in a high position as well!

RTD gave Hartnell his due in 'The Eleventh Doctor', basically saying every subsequent Doctor was built upon some aspect of the First.
