Some people have had no problems at all with the 4.3 update, and if you actually want to join them you're free to download it yourself anytime you want.
I downloaded the update for my Samsung Galaxy S3.
The only issue for me is with Touchwiz. When you enter the app draw, there's a long pause and scrolling through apps is slow, even though nothing big is running.
I've corrected this by installing Nova Launcher, which works perfectly.

I upgraded my GS3 to 4.3 and it is now a useless piece of crap. Lock/Home button take up to 30 seconds to respond. Multiple app crashes, built in music player skips, notifications gone crazy. Black screen on calls.
anyway I got lucky, Samsung are exchanging my GS3 for a brand new GS4
so cant complain too much.
