I would say your device is faulty as I can charge my galaxy tab 2 10.1 whilst it is switched on.

Are you using the Samsung 2A charger? If the charger has been substituted for a bog standard 1A USB charger this could cause problems.
My Tab 10.1 will run with a 1A charger but will not charge and run at the same time nor will it charge to full capacity even when it’s turned off. |

Odd I can use my tab whilst it's charging, however it just charges much slower.
A well made 1 Amp charger may work but the chances are that a cheap Chinese 1 Amp charger will or can cause problems and one of the symptoms are that the tablet can’t be used while charging and of course there is the worst symptoms and that is the charger can burst into flames. ![]()
