Only if
you set it up to download updates, or check email frequently, or download apps that frequently sync. Out of the box, they should be fairly light users of data. By once you install Twitter, Skype, Whatsapp, Facebook, Angrybirds, etc, etc, you need to monitor default settings and usage.
Be careful of some free apps that are ad supported. They might be downloading a new ad every few seconds (For a while, Angrybirds was doing this, but I think they fixed it).
