Gordon was in the US military according to the first episode.

Based on the conversation with Don Falcone, Jim Gordon lived a protected life courtesy of his DA father. It seemed to me that DA Gordon was an honorable man though not an honest one (in the absolute sense of the word who saw things only as black or white but that to achieve a greater goal some sacrifices had to be made) who wanted to provide law and order to Gotham City and to do so he had to work with the crime bosses who also understood that rules were needed to keep their business of crime intact. And, the DA Gordon probably shielded his family from the rampant corruption of Gotham and filled the younger Gordon with ideals and values.
