Is there a definitive detailed reference as to what/how 3 traffic manage their network?

I feel that I'm definitely being shaped (can get 20Mbps speed test on phone, and after a while it goes down to 2Mbps on PC) but there really doesn't appear to be a clear link between usage/time/congestion/whatever. Yesterday I was using it at midnight and it was running slow. I doubt that's congestion (although I am currently in an urban area)

I'm tethering more than usual but I probably aren't close to the "highest 5%" or whatever 3 claim are shaped.

I can currently get 7 or 8Mbps on a test on my PC after being tethered for quite a while. That's enough time for the DPI to kick in and work out what I'm doing, surely?

The best way to check is to a speed test (whilst tethering) at 2:59pm and then one at 3:01pm.

Also do one before and after midnight as well.

Trafficsense is very adaptable and flexible, it will prioritise certain traffic when needed. So that's why you may find speeds fast one minute and then slow the next.

In summary

We don’t constrain the amount of data you can use (subject to your data allowances, of course). But, for example, between 3pm and 12 midnight, we dedicate a certain amount of bandwidth to file sharing and to tethering, so that all other types of traffic can make the most of the rest of it.

Without TrafficSense™, a small minority of users could take up a large proportion of our network capacity throughout the day. This would inevitably affect a large majority of people trying to do simple things like browsing the web.

Again from the Key facts document:

We allocate a fixed amount of network bandwidth to P2P file-sharing activities and to tethering activities at peak times to manage network congestion and provide the best possible experience for the greatest
