Ps+ edition is a cut down version of the full game. To give you an idea, the main single player tour consists of getting 225 stars. The ps+ edition is limited to just 45, across 11 tracks and one country ( India ). The main game has 5 other countries, Japan, Scotland, Canada, Chile, and Norway, each with 11 tracks/variants.
You will be able to get the platinum trophy with the ps+ version, as the trophies have been structured in a particular way to allow it.
You also get multiplayer with the ps+ version, though they've stated that they are going to be very cautious when rolling it out.
I don't know for sure, but I assume the dlc will not work with the ps+ edition, as you won't have all the tracks. There are currently 14 dlc packs (2 of which were originally free, not sure if they are now, all others were covered by the season pass, with 4 more to come). Meaning with the dlc there is currently a total of 855 stars to obtain.
