If you purchase the full game you'll get access to all 225 stars in the tour, plus the first two dlc packs. ( actually you might be able to get the first two dlc packs already, I'm not sure you'd need to check). You'll also get access to the other locations - Scotland, Norway, Japan, Chile, and Canada, and a lot more cars.
The 'full game' doesn't include the season pass, which is a separate purchase. It gives access to all other 16 dlc packs. Each pack contains events totalling 45 stars, so that will give you 1035 stars in total to go for. Some of these events will be in the startline tour. The dlc packs also give you additional liveries and cars.
All in all, I think the season pass has been very good value for money. There may be more content added, but it will not be covered by the season pass which ended with the last two packs that were released last week.
