We seem to have ended up with 23 squad members - is that right .. 15 foreign, 8 English/Welsh - so still leeway of two foreigners.

Perhaps one way to look at this is to think of Jannsen as the replacement for Clinton and the new French kid (NK) as the replacement for Chadli. It obv. doesn't have to be a straight swap but we do have the same number of bodies.

I'm quite interested in the evolution of this policy because income will now rise significantly this season before taking off in a mental way in a couple of years.
In other words; I don't believe the old rules apply - we will soon expect to make a loss in transfers as we buy the best and discard the older/failing; balancing the transfer books (as a way of judging decision making) has been flawed for a few years anyway as wages/contracts became a more significant cost. Going forward, we should absorb a loss in transfers as income from the CL and the NWHL underpin higher expectations and results: it's a different game. We aren't that mid table mediocrity, we have to spend to maintain our position - and it becomes self perpetuating, if you do it right.
We're entering a place now where a few mill here and there doesn't matter; what does matter is the right player at the right time, and we will pay a premium for that. It's part of the cost of doing business from the top end of the table and the CL.
It's also fascinating at Tottenham to see the income generated by former academy players. If Bentaleb works out the income from him, Mason and Prichard will be .. well, comfortably above £30 million - from an outlay of zero. Add to that the saved cost of not having to buy top 4 players like Harry.
Also, when was the last time we sold a top player? Bale. It's switching; most transfer windows going forward should see the transfer record tested, imo

And no one leaving we would prefer to stay. Before too long, £30 mill will become the new normal.
Lastly, by the time the naming rights deal is done, we will see the impact of the cost of the stadium build on the playing side - I suspect this is Levy's true legacy, that we will be able to bear the cost of the build without suffering too long or too hard on the playing side.
