I said seen or referred to. He is mentioned by name in s1e01 and communicates with the villain via chatroom in s1e02. Who cares that he doesn't have much screen time in s1e03? The whole plot still revolves around him.
Showing him at the end of season 3 is making him relevant again. Like you, I doubt he will actually come back from the dead, but they are none the less making the character relevant.
