Seems to be hinting without saying it out right directly that something went on between them in the toilets.

It is highly ambiguous. All she actually says is that when they were in the bathroom he left the taps running so no one could hear anything they said or did. She doesn't actually say what, if anything they did say or do.

And her 'I thought - whatever!' is equally ambiguous. It could mean "I thought - whatever, I might as well give him what he wants." Or it could mean "he put the taps on to cover up what we did, and I thought, oh whatever, you'll be lucky. "
