Appears that way. My guess would be that they re-enter and have to kick two out of the nominated HM's ( which would mean more then two have to be up ) so that they can take their places.
So that's it then Jasmine nominated and voted out so Lee can get back with Casey full time. What a joke!

They'll probably return after the eviction and then have the power to chose two people who will automatically be up for eviction then noms will take place as normal over the weekend??

They would never, and have never, given a housemate sole power to evict another housemate.
I think they'll choose who to save from the nominated housemates. Then one of the remaining housemates still up for eviction will go

If you count Aisleyne evicting Jonathan from the house next door, then yes. But he was never technically a fully-fledged housemate. There's been a few evictions were the housemates have had the final say in who goes like BB3's Lynne, BB6's Vanessa and BB8's Gerry's eviction, but in all of those evictions the public had some sort of say, at least.
