Good question.
Clearly it was not thought through properly, they didn't get the result they wanted, so it was rubbed of the story-line white board.
If there was anybody left that believed the producers of this show don't have an agenda, they must see now what is going on.
The ineptitude of the producers is embarrassing.
With regard to the number up, It would seem that at some point the rules of nomination seem to have been changed to anybody with more than one nomination is up for eviction but we, the voters, have not been told.
Again, this is probably to leave a window for manipulation.
It is true that it makes a more interesting eviction if there are more people in the mix, but it changes the game beyond recognition and almost obliterates the need for nominations, if a HM must almost escape nomination altogether to avoid being up for eviction.
We will see more Sams and Ollies keeping their heads down and saying nothing to avoid nomination which removes a fundamental (if there are any left!) of BB
