I disagree that you couldn't do an episode without the Doctor, there is a precedent for it that goes right back to 1965
(Mission To The Unknown).
But you're spot on with the Davros backstory business...
Everything before Genesis was written over so from the Daleks' perspective their interactions with the first three Doctors didn't happen exactly as we saw them.
