They probably are, but that's not why Jim and Liz voted for Sam. It was because it would increase their chances of getting out of there.

If it wasn't tactical, Jim would vote for Linda and Luisa. The two people who give him the hardest time in there and who he dislikes the most. He wants to leave so he voted for the only person who he might lose to (based on the fact that both he and Sam were saved first last time).

Traditionally, it was the 2 or more with the most nominations, and this was stated in the rules on the C4 site. For example, this is from the bb11 rules: "The two or more housemates who receive the most nominations will face the public eviction vote that week."

As recently as bb13 (which was vote to save), that still seemed to be the rule, though I'm not sure it was ever explicitly said. It certainly wasn't 'top 4' then; and I think the most likely explanation for what they've done in bb14 and in this CBB is that it's everyone with at least 2 nominations.

I don't think that can be true, because (for example) in week 4 of bb13, Shievonne received two nominations yet wasn't up.

I think that, through bb13, BB stuck with the same rule as in the C4 BBs: the two or more HMs with the most nominations were up.
