Chances are, there will always be some areas that will never get anything other than 900 2G/3G and 800 4G, as it would probably be too costly to upgrade to 1800/2100/2600.
What Vodafone (and O2) should have done from the start was rolled out 4G1800 alongside their 4G800, for all masts - which will help with capacity issues in rural areas on the 800. For Vodafone, they should have also rolled out 4G2600 to anywhere that was a town or city, to future-proof the network and alleviate pressure on 800.
For O2... 1800 should have been on every mast, and as 4G, not 2G. The 900 will suffice for really old devices (that can't do 3G or 4G).
They should have also rolled out 3G2100 on every mast as well...Not only would that give them a good way of relieving pressure on 3G900 (from what I've heard, the 900 can get very congested in some areas), but it'd future proof the network if they ever needed to use the 2100 for 4G - they'd then be able to have more 4G capacity and then refarm all of 900 to 3G, so that 3G didn't get swamped.
But unfortunately Vodafone (and O2) didn't do this...
