It would make sense to move any regional and local services out of the entertainment section and into the 80+ range, with the exception of special cases allocated to LCN 8 or 26. This would have to happen after the 70+ range of LCNs are reallocated.
Expecting LCN allocations to make sense, however, is probably a little too optimistic.

No, that stream was used by Top Up TV for the 24/7 Marketplace channel and has been subsequently reallocated to Channel 5 +24.
BT Sport no longer offers the DTT pay service to new customers, which is an indication that their DTT carriage arrangements won't be renewed when their existing contract expires.

The BT channels appeared in July 2010, so the contract could expire as soon as July this year. It really depends on how long the contract was for.

Probably not for the 7% (approx) unable to receive these channels.
eurosport would be good for small charge if its available through cam and cam+ and old top up tv boxes would do very well if price is not high

It remains to be seen what Discovery will do with this channel space. They might indeed opt to put Quest+1 in this slot or they might fill it with one of their other channels such as Discovery Home & Health. Either option would be better than yet another shopping channel.

And besides which, the additional ad revenue from +1 channels can lead to extra cash for better programming.

well said - and its a real +1 - some of these other +1's that only are viewable part time or at some crazy time at night are currently a waste of time.

Not to mention 64 and whenever Local TV 1/ABC Shopping launches too (LCN 65), it is causing unnecessary gaps.

With this structure, the childrens & news sections can be moved 16 weeks after LCN 59 (last national channel LCN) has been allocated.

Your suggestion would just recreate the gap problem at a later stage. Also, it's not a good idea to allocate the last available slot and then wait 16 weeks before moving channels to create extra space. That would mean a 16 week freeze on new channels joining the platform.
Why not Drop the Channel price Drop TV and extend the Community Channel hours to 24 hours and move the Shopping Channels to a night hours from 0200 to 0400 and Scrap the ADULT Section and replace it With new Local Television Section as this wood make better use of space on free veiw as a whole

It does seem odd that they are paying all that money for carriage and aren't allowing new customers access to BT Sport, even for a limited period until the contract expires.

BT have clearly indicated that once the BT Infinity fast broadband UK rollout has been completed within the next year or so, they'll then give up the two expensive Freeview/DTT channel slot leases and migrate everyone to much cheaper (for BT, that is) IPTV delivery of BT Sport 1 & 2 via BT Infinity. That's presumably why they aren't now accepting any new digital terrestrial customers.
Incidentally, BT leaving the Freeview/DTT platform will leave two free full time channels up for grabs on the COM6/ARQB Arqiva B multiplex. Since the departure of the two BT Sport channels will, for all practical purposes, mean the end of linear pay-TV on the Freeview platform, I assume that these two channel slots will be used for free to air channels which is good news.

The two BT Sports channels are AVC encoding like HD channels are though, and they aren't allowed normally for some reason. BT had special permission as their sports channels were only used on their boxes.
when they close there may only be the space for 1 SD channel in the space.
