Did Tom Baker start the Jelly Baby thing

I was watching the Dominators on the plane home last night from hols.

There is a scene in one of the episodes where the camera cuts to Troughton and Jamie. Patrick has just taken a mouthful of something from a small brown paper bag, then quickly scrunches it up and puts it into his pocket as he begins his dialogue. It looked an awful lot like Toms' bag of jelly babies.

lol I quite enjoyed it actually, especially when they showed how they could basically render people powerless i.e. when they trapped the Doctor and Jamie on their wall quite easily:

I vaguely remember Patrick's Doctor saying something like 'Would you like a jelly baby?' at some point during his tenure.

In fact, I can hear him saying it.

That's why I love this programme. Even Doctor Who at it's weakest (and tbh this is not a story I rate terribly highly) has it's moments. I'll give The Dominators some leeway for having the great Second, Jamie and Zoe team, some nice quarry action and, I have now learnt, it introduced the Jelly Baby into the 'Who' lexicon.
