They couldn't come back then as they were professional. It was only when the rules were changed in the early 90s that it became possible.
I'm sure they don't regret it even if it didn't have the fairytale ending. They say you always regret the things you don't do in life more than the things you do. If they hadn't come back they probably would have wondered 'what if' for the rest of their lives. I don't think it's diminshed their previous achievements 1 little bit just as with Kati Witt who finished way down the field in Lillehammer doesn't take away from her 2 golds.
Under modern rules they probably would have focused more on shows & exhibitions for a couple of years after 84 & then made a competitive comeback for 88, a bit like Plushenko & Yuna Kim have done in the current Olympic cycle
