Has anybody managed to pick up even a single station using the FM radio app?

Radio 2, Radio 4 and Heart. All with poor reception. The TuneIn app is a better bet if you have access to wi-fi or your mobile data allowance can take it.

Surely, an FM radio app shouldn't use any of your data allowance whatsoever?

No it shouldn't. I was suggesting listening to streaming radio online rather than bothering with ropey FM reception.

I can't listen to the football commentary online, only on FM. It's because of a scandalous tie-up with a totally useless player that you have to pay for. Apart from that, where I live the FM reception is far more reliable than the digital equivalent.

Are you using the headphones which are included with the phone? I heard that the headphones act as an antenna.

Yes, headphones act as the antenna. Reception on my 1020 is better than on my old N8 but not as good as on my 808 PureView. It's fine, but I have odd issues in buildings. TuneIn is very good, especially via Three's network. Great in the car.

I'm not using the headphones included with the phone, because they're that "bud" type that I can't get to stay in my ear for more than five seconds at a time. I'm using the ones that used to work perfectly well with both my Ministry Of Sound DAB pocket radio and my old 20 quid Nokia.
