Cheap, lazy (in my opinion) production and weak scripts would have made it difficult no matter what, and then they exacerbated the problem with brave / foolish creative decisions like making the Doctor initially unlikable, making him constantly bicker and quarrel with Peri etc.
There was a strong sense of 'it doesn't really matter' in the latter JNT years. For evidence of that you only have to listen to the DVD commentaries; a lot of people were going into the show with the attitude of 'it's only Doctor Who'. JNT himself I believe did care but unfortunately was not able to instill that attitude into everyone who worked for him. Previous great producers on the show like Barry Letts, Phillip Hinchcliffe and Verity Lambert were always strong on making sure everyone involved with the show took it 100% seriously. They never would have allowed actors to come in and play a character like Paul Darrow played Tekker or a director with the attitude of Chris Clough to work on the show (again, listen to his DVD commentaries; he comes across every bit as a man who didn't give a s***).
As much as I dislike the sensibility Chris Bidmead brought to the show for example, he at least took his job seriously and gave his utmost to making the scripts he was responsible for work in context of his vision for the show. Saward comes across as a terribly harrassed man, out of his depth and just desperately trying to deliver
anything, a lot of the time. I have sympathy for him in some places; his battle with JNT to do the 'Trial of a Timelord' story how he and Bob Holmes had originally intended to do it, for example. JNT really killed the ending of that season-long storyline. The sensibilities of the two men didn't line-up at all, hence my comments about them being a poor pairing.
